Is it possible to send notifications about approvals that haven't been done from FinOps

Unfortunately it is not possible to send out notifications about approvals which have not yet been actioned from within FinOps.

This may be possible via a different product however, such as Orbis TaskCentre or Access Notification Services. Please speak to your account manager or CSM about purchasing these products or to create a new alert if you already have them.
