The most common cause of this, is that the users have been marked as disabled in FinOps.
Ensure they are enabled as follows:
Login to FinOps administrator.
Click System Control, then click Users.
Ensure that there is a tick in the Enabled column for any affected users.
If they are not selected, click Edit and then select them.
Click Save.
