This issue can occur when a report has been edited and uploaded back into the system. The resolution is for an administrator to log in to Financials Operations and edit the report permissions for each security profile and save them as per these steps:
Click System then click Reporting Permissions.
Click By Security Profile.
Click on a security profile to select it.
Click Permissions then click Save.
Repeat steps 5 - 7 for each security profile.
Close the Edit Permissions window.
