Check that the selected delegate is not set to out of the office themselves.
If they are, then they cannot be set as a delegate.
If the user is definitely in the office, then the error is probably appearing because Cannot Approve Own is selected and the transactions were created by this user.
Please deselect Cannot Approve Own for the relevant user or choose a different delegate.
