This will occur when the user has their preferences set to print reports to PDF rather than the crystal report viewer.
To resolve this:
Log in to Financial Operations as the user.
In the top right, click the Users name then Preferences.
In the Report Printing section, use the 'Others to' drop-down and select Report Viewer.
Click Save.
