In order to grant users access to the "New" button for Purchase Requests, please can you do the following within Access Financials.
To resolve this:
Log into Financials
Click Purchasing
Select Settings
Click on Purchase Request Permissions
Select the User and then tick Usage for the Purchase Requests they need the "New" Button to appear on
